A sweeping aerial photographic view of Virginia Beach’s coastline, focusing on a broad stretch of pale sand bordered by calm, deep-blue Atlantic water and a line of lush, mature trees. In the distance, low-rise residential neighborhoods with tree-lined streets and preserved green spaces appear carefully integrated into the natural landscape. Late-afternoon golden sunlight washes over the scene, creating soft, elongated shadows of dunes and houses, emphasizing the harmony between development and nature. The atmosphere feels calm, orderly, and optimistic. Shot from a high, slightly angled bird’s-eye perspective with sharp focus throughout, the composition follows the shoreline diagonally across the frame. The visual style is photographic realism with a clean, professional aesthetic, highlighting the idea of conserving coastal neighborhoods and natural beauty together.

A community-driven, non-partisan organization focused on preserving the natural beauty, historic character, and quality of life that defines our city.

2026 Endorsed Candidates

After reviewing candidate questionnaires, public records, and each candidate’s approach to the issues central to our mission, Conserve Virginia Beach is proud to endorse the following candidates for Virginia Beach City Council.

Our endorsements reflect our four core priorities: protecting neighborhood character, preserving natural resources, safeguarding historic amenities, and promoting responsible growth and fiscal stewardship.

John Moss – District 9

Conserve Virginia Beach endorses John Moss for District 9 because of his longstanding commitment (and voting record) to protecting existing neighborhoods, preserving the Green Line and natural resources throughout the city, and holding development accountable for the costs it creates. His questionnaire responses demonstrated a strong belief that the interests and quality of life of existing residents should carry significant weight in land-use decisions and that growth should enhance—not diminish—the quality of life already enjoyed by Virginia Beach citizens.

Chris Taylor – District 8

Conserve Virginia Beach endorses Chris Taylor for District 8 for his strong alignment across all four of our core pillars and the voting record to prove his commitment to these ideals. He emphasized protecting neighborhoods and natural assets, preserving Virginia Beach’s historic character, improving transparency, and ensuring that development does not shift infrastructure costs or other burdens onto existing residents.

RK Kowalewitch – District 6

Conserve Virginia Beach endorses RK Kowalewitch for District 6 because of his strong emphasis on citizen-focused government, accountability, ethics, and independence from special interests. His positions also reflect support for protecting established neighborhoods, preserving natural resources and the Green Line, safeguarding historic assets, and requiring development to bear its appropriate costs rather than relying on taxpayers. He has shown a consistent commitment to our city that we strongly value.

Elaine Fekete – District 2

Conserve Virginia Beach endorses Elaine Fekete for District 2 because her responses demonstrated broad and consistent alignment with our mission. She supports protecting neighborhoods, agricultural lands, natural resources and the Green Line; believes infrastructure should lead growth rather than chase it; and repeatedly emphasized that “growth should pay for growth.” Her commitment to her community has been shown through consistent civic participation, and we strongly feel she is the right person to improve and protect the ideals that we espouse.

Why Endorsements Matter

Virginia Beach City Council makes decisions that ARE permanently changing our neighborhoods, natural environment, historic resources, infrastructure needs, and tax burden. We believe voters deserve representatives who will consider not simply what can be built or spent today, but what those decisions will mean for Virginia Beach decades from now. We believe residents should be the primary consideration when making land use decisions in our city .

We encourage residents to read the candidates’ complete, unedited questionnaire responses and learn more about the reasoning behind our endorsements.

We hope you will agree with our determination and support them with your vote and us with your participation!
